Most common cause
The object has an uncommitted change made under commitment control that blocks the operation: for example a DDL not yet committed.
Other causes
- Another connection changed the object in a transaction still open.
- The same application tries to change the object with isolation *NONE after touching it under commitment control.
How to fix it
COMMIT or ROLLBACK before the operation. If the open transaction belongs to another application, that application must end it.
