Most common cause
%SUBST, %REPLACE or %SCAN with a position or length beyond the size of the string.
Other causes
- A position computed with %SCAN, which returns 0, then used as the start.
- A length computed on an empty VARCHAR.
How to fix it
Before the call check that the start is greater than zero and that start + length - 1 does not exceed %LEN.
