RNQ1216 Error on an implicit open or close

- 01216 Error on an implicit OPEN/CLOSE operation.
Most common cause
Opening the file fails, and the reason is the CPF message named in the text: nearly always CPF4101, CPF4102 or CPF4131. For explicit OPEN and CLOSE the status is 01217.
Other causes
- An exclusive lock held by another job (CPF4128).
- An override to a file that does not exist.
